Sometimes the portal refuses a farmer because their Aadhaar number is already registered in another group, often an old or inactive one. The farmer cannot be registered twice. This episode explains how to find the old record and get it moved or released.

Why the Portal Blocks the Farmer
The Aadhaar number already exists in another group's record, so a second registration is refused.
Each farmer can hold only one record. If the farmer was once registered under another group, scheme or agency, the old record still holds their Aadhaar number, even if that group is no longer active.
Do not try to register the farmer under a changed spelling or a family member's Aadhaar. It creates a false record and will be found at audit.
Finding and Moving the Old Record
Identify the old group and its Regional Council, then ask for the farmer to be moved to your group.
- Ask the farmer.Which group, agency or scheme were they in before, and when?
- Identify the old group and RC.The portal or the old agency may show the group and its Regional Council.
- If the old group is active,ask its Regional Council to move the farmer's record to your group.
- Keep the history.A moved record keeps the farmer's status and years of conversion.
When the Old RC Cannot Be Reached
Write to the PGS-India Secretariat with the farmer's details, the old group, and proof of your attempts to contact the old RC.
- Keep a record of every attempt to contact the old RC: dates, emails, letters and calls.
- Write to the PGS-India Secretariat at the National Centre for Organic and Natural Farming. Give the farmer's name and Aadhaar number, the old group (if known), your group, and your contact attempts.
- Attach a copy of the Aadhaar card and a letter from the farmer asking to join your group.
- Add the farmer to your group only after the old record is released or moved.
