In PGS-India, the Regional Council endorses a group's certification decision, or returns it with reasons. A returned decision nearly always traces back to inconsistent farmer data, weak appraisal records, or missing documents. This episode sets out the common causes and the fixes.

Farmer Data That Does Not Match
Names, survey numbers, locations, crops and village spellings must agree across every record.

- Every Format-9 signed by the appraisers and the farmer, and dated inside the crop window.
- At least three appraisers per inspection, none appraising their own farm.
- The group's decision matches what the worksheets record.
- Changes in land or crops are recorded and appraised.
Forwarding a decision with incomplete peer appraisals is a major non-compliance in the RC's catalogue of sanctions.
